It is impossible to do that without seeing the plant. It needs a lot pf pruning and probably branches removed but from one picture no way. You need to find a local club or someone who does bonsai to look at it and advise.

It seems like the basic structure is already there. So do not change it unless you have a clear vision.
In this stage wiring is done as following. Low growing branches should be trained to grow slightly downwards. Mid branches totally horizontally and top branches slightly upwards untill the apex which should be pointing almost straight up. Remember that it is where the branch meets the trunk that is important. A branch that is gowing upwards from the trunk and then drops downwards does not look good nor natural.
Every branch end should be pointing slightly upwards.
Inbetween the trunk and the branch end, introduce as much movement as needed to get the overal silouette into how you want it to look. Make sure secondary branches are on the outcurve, pointing in the same direction as the primary branch and after a while bends away from it. The same rule applies to third and forth branches. In the long run aim for flat or slightly domed pads on every branch.
This is the basics in wiering. It is guidlines, not rules. The more one train and gain experience the more one can break them. But always keep your vision for the final design in mind and you cannot do wrong.
Good luck!
