I am a new owner and I have white bugs in my Chinese pepper bonsai tree and a white mould/fungus on the soil? I’ve have my plant about 6 weeks so any help is appreciated!

The white could be mychorizia, in that case no problems, but impossible to tell fir sure.
The bugs is aphids. Squeese them with you fingers and treat the tree with soap and water mix.
I have had my chinese pepper for 5 years now, I keep it as a subtropical tree frost free in the winter. Despite there are aphids present in the greenhouse, they never affect the tree. Because of that experience I think that the tree may be weak due to high winter temperature, too dry air and lack of light.
