I'm not seeing any new tip shoots and the weather has stayed rather cool. High 50s low 60s. Zone 9b
I've heard that Feb is okay but wanted to ask.

I am in Sweden similar to zone 6. I have been repotting in August, December, January and February. All of them successful without issues.
I would asume that anytime would be ok except from when they push growth in late spring to mid summer.

I do mine from early February to end March. Just do not prune and re pot at the same time

It all depends on where you are and what aftercare your provide. I can repot in February and keep my tree in an unheated greenhouse and provide good aftercare - no problem then. If its super cold and I simply put a repotted tree outside, forget it, it will suffer.
Not sure about 9B, but if it doesnt freeze (or you have a greenhouse) I think you can go ahead. But why not wait until you see the tree is starting up for the new growth season? Some experts need to start early because they have 500 trees. We amateurs usually have the luxury to time it perfectly

March is a very bussy time for this amateur. February is my last repotting month. March is pond and greenhouse, April is gardening. No luxury to repot when the trees buds out. Never tried it, not sure it is perfect timing.
The general consensus is that best time is just before the trees buds out. But you don't know when that is before it is too late. Most of my repotting is done 4-6 weeks before budding out ensuring me that it will be done in a safe period. For me it is more important to repot when it is safe to repot than optimize timing. On the other hand I do not know If it makes any difference since I never tried that.
For Junipers I have done August repotting on mild summers. That I concider a safe period as well in my climate if I have missed winter repotting.

Would you say prune before? Like now? Then repot in a month or so?
When I say prune, it's only to remove down growing and a bit of thinning. Nothing radical or severe.

I would say either repot this spring and do pruning and styling next spring or the oposite. One year between the works.
I do both, but I lean towards styling first and repotting second. Repotting is in most cases not an urgent task. Neither are styling, but doing that first gives me a better looking tree the upcoming growing season and lots of time to find a good pot for it.
