I have recently gotten my first bonsai tree, I believe it is a juniper precumbens. I live in Toronto, Ontario Canada and we have pretty extreme weather the winters can get cold -20 to -30 degree Celsius. What steps could I take to keep it alive through the winter months. I use a liquid fertilizer once a week and I water it every other day to keep the soil moist.

You need to get this little plant outside, in the winter it needs to be in a garage or shed. If you leave it in a house it will probably not survive the winter. Stop fertiliser, and check before watering not to a schedule
